Hong Kong regulators have escalated their fight against financial fraud with the introduction of the Anti-Scam Consumer Protection Charter 3.0. The HKMA, alongside the SFC, IA, and MPFA, unveiled the enhanced framework on July 9, 2025—marking the third iteration of this cross-sector initiative since its 2023 inception.

The charter establishes a six-principle framework uniting financial institutions, tech firms, and telecom providers. Key measures include mandatory fraud reporting, advertiser vetting, and public awareness campaigns. This coordinated approach addresses the sophisticated scam tactics emerging across digital finance channels.

Industry executives from participating sectors convened to discuss evolving fraud patterns and countermeasures. The charter builds upon operational successes of its predecessors, which since 2023 have progressively tightened safeguards for Hong Kong's financial consumers.
